President Snow is the main antagonist in the film and novel "The Hunger Games" and the leader of Panem, which includes the hyper-wealthy Capitol where Snow resides and the twelve poverty-stricken districts.

"The Hunger Games" is based in a dystopian society where two children from each district are chosen to fight to the death in an arena, a reminder to the districts of what will happen if they rise again as well as desensitized entertainment for the disconnected individuals in the Capitol.
